Jerusalem, a few weeks after Christ dies on the cross. Saul is a young, well-to-do Jewish scholar who enters into a pact with his friend, Ruben, a Sadducee priest, to save Israel from the threat posed to it by the Christians. Saul does not believe Jesus was the Messiah because Jesus often denounced the Pharisees and seemed to oppose all their rules. With this thought in mind he helps persecute anyone who is opposed to the way of the synagogue. Saul takes his job so fiercely that every worshipping assembly fears his name, but when time comes to stone to death a young follower of Jesus named Stephen, Saul leaves it instead to Reuben, who begins to have some doubts about his friend. Still, Saul continues his persecution of Christians, arresting many and sentencing them to death. Saul's persecution is so severe that he scatters the Christians throughout Judea and Samaria but the Christian church, instead of diminishing, grows in number.

Angered by his futile efforts to stop the spread of Christianity, Saul prepares a trip to Damascus, where he had heard many Christians were hiding. As he nears the outer edge of the city, a shaft of light much brighter than the noonday sun suddenly falls upon him. Saul tries to protect his eyes from the dazzling light, but he is blinded for three days. In Damascus, the disciple Ananias sees the Lord in a vision, who commands Ananias to look for Saul and put his hands on him that he may receive his sight. Ananias finds Saul and follows the Lord's instructions. Saul receives his sight, and begins to believe in the power of Jesus. He begs to be baptized, and receives the name Paul. But while Paul is now a converted Christian who begins to live a life for the cause of Christ, Reuben heads for Damascus to pursue his old friend.

Paul manages to elude Reuben and his pursuers, and goes on to become the Apostle Paul, the greatest missionary of the early church. He makes four missionary journeys that are responsible for the spread of Christianity and creates many churches throughout countries of the Mediterranean. He endures sickness, rejection, and repeated attacks on his life to bring the message of God's grace and forgiveness to Gentiles. He defends God's Word before kings and emperors of this world. But King Herod deals with Reuben to kill Paul, who captures Paul and has him stoned. Miraculously, Paul survives and escapes, and continues to spread the word of Jesus throughout Europe.

From persecutor of Christians to martyr for the faith, PAUL OF TARSUS is the parable of the most renowned conversion in history, which marked the spreading of the Christian message all the way to Rome.
